The former surface was wood mulch that was continually displaced which would result in a non-conforming and non-performing surface. By covering the cushion with synthetic grass and having over 1 inch of round sand infill down in the turf fibers, the possibility of displacement is eliminated. The turf actually protects the cushion so the fall height protection is protected.
